This event is guided by the Dragon Boat Culture Professional Committee of the China Association for the Promotion of Cultural Industry and Zhangjiakou Municipal Sports Bureau, hosted by the People's Government of Kangbao County, and undertaken by the Kangbao County Bureau of Education and Sports. It is also the first time Kangbao County has joined the Ice Dragon Boat Super League. The Ice Dragon Boat Super League is China's largest and most influential annual event, combining ice and snow elements with traditional culture. This year's league will hold nine stops in 6 provinces, including Heilongjiang, Jilin, Liaoning, Beijing, Hebei, and Inner Mongolia.

Leaders and guests attending the opening ceremony included Wang Lianman (Director of Kangbao County People's Congress Standing Committee), Hu Qirong (Chairman of Kangbao County CPPCC), Chang Hai (Member of the Standing Committee of Kangbao County Party Committee and Secretary of the Political and Legal Committee), Zhang Ying (Member of the Standing Committee of Baokang County Party Committee and Director of the Publicity Department), Qu Wanqing (Deputy Director of Baokang County People's Congress Standing Committee), Li Ping (Deputy Director of Kangbao County People's Congress Standing Committee), Zhou Yixin (Deputy Director of Kangbao County People's Congress Standing Committee), Wang Lingzhi (Deputy Director of Kangbao County People's Congress Standing Committee), Li Zichang (Deputy Director of Kangbao County People's Congress Standing Committee), Wu Xiangfeng (Vice County Magistrate of Kangbao County), Yang Tingting (Vice County Magistrate of Kangbao County), Shi Lei (Vice County Magistrate of Kangbao County), Liu Yan (Vice Chairman of Baokang County CPPCC), Wang Xiuli (Vice Chairman of Kangbao County CPPCC), Qu Shen (Vice Chairman of Kangbao County CPPCC), Wang Xiufen (Vice Chairman of Kangbao County CPPCC), and Qiao Xiuhai (Secretary of the Party Group of Kangbao County Bureau of Education and Sports). At the ceremony, the invited leaders and guests draped red cloths over the dragon boats and performed the "dragon eye-dotting" ritual, sending best wishes to the event.
